About Horcare: International Patient Coordination in China

Horcare is an international patient coordination service that helps patients and families from any country get specialist care at leading public hospitals in China. We coordinate; hospitals treat. One dedicated bilingual coordinator stays with you from the first inquiry to follow-up at home, and hospital fees are paid directly to the hospital.

Clinical boundaries

What Horcare is, and what it is not

Horcare is a non-clinical coordination service, not a medical provider. Diagnosis, treatment plans, eligibility and every clinical decision belong to the treating hospital and its doctors.

Put simply, a medical tourism facilitator handles the practical side of getting treated abroad, so that the patient and family can focus on the medical decisions with the hospital. Unlike a typical medical tourism agency selling packages, Horcare publishes no price list and never resells hospital care.

Why Horcare exists: the problem families face

Horcare exists because many families facing a serious diagnosis cannot get timely specialist care at home. The obstacle may be a long waiting list, a cost they cannot carry, or simply no access to the specialist the condition needs, whether that is cancer, heart disease, a neurological disorder, an orthopedic problem or a child's condition.

Medical tourism in China is one realistic option for patients from any country, but it is hard to arrange from abroad: different hospital systems, a different language, and very little reliable information in English. It is also reasonable to be wary of agencies. That is why the way Horcare works, and the way it is paid, is written down on this page.

How Horcare matches patients: specialty first, not hospital fame

Horcare matches by condition and specialty department, not by hospital name recognition. A famous hospital is not automatically the right place for a particular diagnosis; the department's specific expertise matters more.

  • Your diagnosis and the reports already available
  • The department’s experience with that condition and treatment
  • City and travel practicalities for you and your family
  • The hospital’s capacity to receive international patients

Horcare publishes no hospital rankings. Browse by medical specialty or see the treatments patients ask us about.

One person, start to finish

One dedicated coordinator, supported by medical interpreters

Each Horcare patient has one dedicated bilingual coordinator from the first inquiry, through the hospital stay, to follow-up at home. Medical interpreters support the coordinator during consultations, tests, admission and discharge, so nothing important is lost in translation.

Horcare works to defined response times: a personal reply within 24 hours and an initial case assessment within 72 hours. After that, your coordinator tells you when to expect each next reply.

You can always reach a real person by whatsapp, email or phone.

The hospitals Horcare helps patients access

Horcare focuses on China's leading public hospitals, typically Grade 3A, the highest tier in China's national hospital classification, many of which run dedicated international medical departments. JCI accreditation is shown on a hospital profile only where it has been verified.

This matches where international patients are actually treated: a peer-reviewed study found that 61.6% of foreign patients in Shanghai were treated in public hospitals between 2016 and 2018 (Zhou et al., 2024, PMC11130770).

These are hospitals Horcare helps patients access, not partners: no hospital listed on this site has endorsed Horcare.

Transparent by design

How payment works: three principles

Hospital charges and Horcare's coordination fee are always kept separate. There is no price list and there are no packages; where a price would appear, it reads “Quoted after your free case review”.

Our commitments and clinical boundaries

Horcare will never:

  • — offer organ transplants or surrogacy
  • — guarantee a cure, or quote success rates without a cited source
  • — publish hospital rankings
  • — invent testimonials, doctors or statistics

For CAR-T and other cell therapies, only approved products or registered clinical trials are considered, and eligibility is decided by the hospital. Any cost shown on this site is indicative and confirmed by the hospital's own quote. Visa guidance is general; confirm with the Chinese embassy or visa center.

Real stories, practical guides

Horcare publishes patient stories only when they are real and shared with written consent, under an alias where the patient prefers. The guides cover the practical questions families ask first: visas, comparing costs and preparing medical records.

Health check-ups for business travelers

People already in China for business can book a comprehensive executive health check-up at a leading hospital, with coordination and interpretation included. The same fee principles apply: the hospital bills you directly, and the coordination fee is quoted in writing first.

Questions about Horcare

What does a medical tourism facilitator do?

A medical tourism facilitator coordinates the non-clinical side of treatment abroad: reviewing and translating records, matching the condition to a hospital department, booking appointments, arranging interpreters and travel logistics, and coordinating follow-up. Horcare works this way. It does not diagnose or treat; the hospital does.

Can foreigners use public hospitals in China?

Yes. Many leading public hospitals in China accept international patients, and a number run dedicated international medical departments. A peer-reviewed study of foreign patients in Shanghai (Zhou et al., 2024) found that most were treated in public hospitals between 2016 and 2018.

Which hospitals in China are JCI accredited?

Some Chinese hospitals hold Joint Commission International accreditation, but status changes over time, so it should be checked on JCI's official directory. Horcare shows JCI on a hospital profile only where it has been verified from public sources.

How does Horcare get paid, and do you add a markup to hospital bills?

Horcare adds no markup to hospital bills. You pay the hospital directly for all medical care, based on the hospital's own quote. Horcare's service fee is separate and is quoted in writing before any paid work begins. The initial case review is free.

Not sure where to start?
